The wet weather is being blamed for a delay in the completion of the Gallery Walk carpark.
Scenic Rim Regional Council director of Infrastructure Services James Ruprai said the timeline has been extended from 12 months to 14 months.
However, he said the delay is also to prevent works coinciding with the busy Christmas and school holiday period.
The carpark, which is stage one of the Gallery Walk upgrade, was due to be completed in February.
Most of the earthwork is now completed, while the curb and channelling construction works are continuing.
The installation of the sub-base layer of the carpark is ongoing.
Stage two of the project will include footpath improvements, a pedestrian crossing and minor upgrades to the toilets as well as increased public seating.
